Russia’s military campaign in Ukraine is a fiasco. Virtually every facet of its military performance has exhibited deficiencies, presumably reflecting the decay in Russian society after 20 years of Putin rule. It is not realistic to assume that Moscow’s strategic deterrent has escaped the rot undermining the rest of the armed forces. Given the frequency with which Putin and his subordinates invoke the threat of nuclear war, U.S. leaders need to think through what Russia’s incompetence in Ukraine may tell us about its nuclear posture.
