Mayor de Blasio and Chancellor Carmen Farina face an important opportunity to improve educational options for English Language Learners by developing high-quality offerings that emphasize early English learning.<\/p>\n

Educational outcomes for New York City\u2019s English Learners have remained remained mired at below-average levels. Reading results for fourth-grade English learners have consistently trailed scores by their peers in other large cities on the National Assessment of Educational Progress. In fact, New York City\u2019s results have barely changed, slipping slightly over the past 10 years.<\/p>\n

Spanish-speaking English learners are more likely to be placed in transitional bilingual education classrooms, which focus first on teaching in students\u2019 non-English, home language. Subsequently, they are less likely to acquire proficient English skills, more likely to become labeled \u201clong-term ELLs,\u201d and less likely to graduate high school than their peers in English-as-a-Second-Language (ESL) classrooms, that emphasize English instruction.<\/p>\n

The majority of New York City\u2019s 160,000 English learner students speak Spanish and are not immigrants, but second- or even third-generation Americans. Increasingly, they live in linguistically-isolated enclaves where strong English speakers are rare, adding urgency to the challenges facing schools.<\/p>\n

A number will, of course, find academic success. Children who enter City schools as English learners and successfully acquire English-language skills early on have proven to be one of its top-performing student populations, and regularly outperform district averages. Historically, these children have been more likely to emerge from ESL classrooms, where early English is a central focus.<\/p>\n

Other cities have bolstered their English learners\u2019 success through innovative, technology-driven personalized learning models designed to meet the needs of English learners and demonstrating powerful results. Innovative charter schools built around blended learning, like Chicago\u2019s Intrinsic Schools or California\u2019s Rocketship Education, would represent powerful options for English learners in New York City, or these models could be established within the New York Public Schools directly.<\/p>\n

Meanwhile, as momentum builds for expanding New York\u2019s early-childhood education options, some have suggested requiring these programs to be offered in students\u2019 non-English, native languages. Such a mandate could actually prove harmful for high-poverty English learner populations, deterring schools from applying resources to establish high-quality preK programs designed according to recognized indicators.<\/p>\n

Ultimately, expanding the number of effective classrooms designed to improve student outcomes will bring the greatest benefits to this crucial student population.<\/p>\n
