President-elect Trump may be that rare leader who will try to be both at the same time. He has already provided strong signs that he intends to try. One way he can demonstrate that he is both is by providing additional funds for near-term modernization of the U.S. Army. For the equivalent of some 30 hours of federal spending, $15 billion a year, the incoming administration can significantly accelerate the Army\u2019s modernization efforts, sending a strong message to would-be aggressors and helping to protect American lives and jobs.
