Lexington Institute\u2019s Paul Steidler comments for an article by Mark Solomon in FreightWaves about changes made to the Universal Postal Union. Delegates at the UPU approved measures to allow the U.S. Postal Service to raise international postal rates, instead of maintaining the \u201cterminal dues\u201d system which benefited countries like China with favorable rates. \u201cThe ideal scenario would have been a uniform move to self-declared rates sooner rather than later, \u2018but today\u2019s action works well, especially over the coming years for the U.S.,\u2019\u201d said Steidler.<\/p>\n
