A Near-Term Test Of The Army’s Acquisition Reform (From RealClearDefense)

At the 2017 annual meeting of the Association of the United States Army earlier this month, the U.S. Army Chief of Staff, General Mark Milley, nearly blew the roof off the Washington Convention Center. Together with the Acting Secretary of the Army, Ryan McCarthy, General Milley announced the start of the most far-reaching restructuring of his service’s acquisition system in almost half a century. By next summer, the Chief of Staff intends to stand up a new acquisition organization that will be responsible for modernization. General Milley is starting the revolution by taking his six major modernization priorities away from the existing acquisition system and instead creating for each priority an integrated product team (IPT) that will be responsible for the program “from idea to delivery.” I have written commentary on this topic for RealClearDefense here.
