DC’s Charter Sector Drives Academic Gains Citywide The number of DC charter school students meeting or exceeding academic expectations in English Language Arts grew 4 percent since 2015. Citywide, public charter and DC Public Schools students combined posted a 2 percent increase. While the top performing and fastest-improving schools served students from each of the city’s eight wards, results remain uneven overall. Right Topic, Wrong Question: Blended Learning In The EdNext Poll The EdNext poll asked, “About what share of instructional time in high school do you think students should spend receiving instruction independently through or on a computer?” Blended learning is not defined solely by the presence and use of computers. Rather, blended learning is an instructional strategy that supports teachers in their systematic integration of technology tools to customize instruction to the different level and pace at which individual students learn, so students are better engaged and share responsibility for their learning. To truly gauge support for blended learning, a more useful poll would have asked: “Do you support or oppose integrating technology tools to allow teachers to better customize instruction to each student’s individual needs and pace?”

Virginia’s Sensible Upgrades to its Charter School Law For supporters (and opponents) of public charter schools, Virginia’s 2016 General Assembly session attracted a great deal of attention to proposed legislation, authored by Senator Mark Obenshain, which sought to allow the state board of education to approve new charter schools by amending the state’s constitution. That measure fell short when it was blocked by two rural Republican Senators, after passing the House of Delegates. But an important set of changes to Virginia’s charter school law did pass into law, making major updates and changes to the charter school application process. One major change is that, upon approval, charter school leaders will now negotiate terms of a formal contract by which the school will operate and be evaluated. The required elements of a charter school application were also updated in ways viewed as essential to operating high-performing charter schools in other states.
A Golden Chance for States to Fuel Educational Opportunity States and school districts have a once-in-a-decade opportunity to pursue student-centered, results-oriented policy and funding for their educational systems in order to provide greater opportunity and equality for students. This is a pivotal time for our nation's educational destiny. The implementation of the new federal Every Student Succeeds Act (ESSA) is enabling states and districts to pursue game-changing innovation -- if they rise to the opportunity. The new law requires states to redesign their educational systems by the start of the 2017 school year. Instead of beating around the No Child Left Behind bush by narrowly focusing on test-based proficiency, states and districts can take advantage of major flexibility and authority under the new federal law to completely transform funding, accountability, testing, and instruction to better educate all of their diverse learners -- without seeking Washington's permission.
